Mr. Nhan asked, after Circular No. 50/2023/TT-BGTVT takes effect (March 1, 2024), which document or standard or regulation will be applied to assess the quality of solid asphalt (Petrolimex, Shell with a penetration of 60 to 70)?

The Ministry of Construction responded to this issue as follows:

The abolition of Circular No. 27/2014/TT-BGTVT regulating the quality management of asphalt materials used in the construction of traffic works does not affect the quality management of asphalt materials used in traffic works.

The technical regulations of asphalt materials stipulated in Circular No. 27/2014/TT-BGTVT have been stipulated in TCVN 13567-1:2022 "Road surface layer using hot mix asphalt - Construction and acceptance - Part 1: Dense asphalt concrete using conventional asphalt", so after the effective date of Circular No. 50/2023/TT-BGTVT, the assessment of the quality of dense asphalt (provided by enterprises, including asphalt of Petrolimex, Shell with a penetration of 60 to 70) is applied according to TCVN 13567-1:2022.
